Cashless Poland Program

Cashless Poland is a colloquial name of the Support Programme for Cashless Poland. It is a joint project of the payment services sector – the Polish Bank Association, the Ministry of Entrepreneurship and Technology, clearing agents and Mastercard and Visa payment organizations.

The idea of the programme is to enable every entrepreneur to enter the market of accepting cashless payments without any costs or problems. Thanks to the support guaranteed by the Poland Without Cash Programme, an entrepreneur can receive up to 3 POS terminals without subscription fees and commissions, for a period of 12 months.

How long is the contract for?

Polskie ePłatności concludes the agreement for the period of 12 months, i.e. for the grant period. Knowing, that flexibility is important in running a business, we put our Partners’ good in the first place. We do not trick you with a longer period of free use of the service (e.g. 18 months), tying your hands for the next few years or imposing high penalties for the termination of the agreement.

How many terminals can I pick up in the program?

You can receive up to 3 free terminals.

What if my company already had a terminal?

What about after the grant period?

Can I use a payment terminal to accept payments in foreign currencies?

Yes. When you accept a payment in a foreign currency, the terminal automatically converts the transaction amount at the current exchange rate. The cardholder sees both the exchange rate and the final amount to be paid before the transaction is authorised. After authorisation, the amount is reconverted into the merchant’s local currency and the funds are credited to the merchant’s account.

How quickly are transactions processed on payment terminals?

Transactions on Polish ePłatności terminals are usually processed very quickly. Contactless payments are typically authorised in just a few–dozen seconds. Processing time can vary depending on the payment type and the terminal’s internet connection.

The funds are transferred to the merchant’s account within 48 hours.

What security measures are built into payment terminals?

Terminals employ multiple security features to prevent fraud and protect both customer and merchant data. Card and transaction details are encrypted as they travel between the terminal, the payment-service provider (PSP) and the bank, making interception almost impossible. Before completing a sale, the terminal must receive authorisation from the cardholder’s bank, effectively preventing potential losses for the merchant.

Which payment terminal should I choose?

That depends on the nature of your business. Terminals differ in processor speed, connectivity options and add-on features. Choose a model that fits your specific needs.

  • Large grocery or general-merchandise stores should opt for a high-performance terminal that processes encryption quickly, integrates seamlessly with the cash register and supports promotions, loyalty schemes, apps and gift cards.

  • Mobile terminals are ideal for transport services (e.g., taxis), sales reps and couriers—look for a model with a robust battery.

What are the internet-connectivity requirements for terminals?

A stable internet connection is essential for transaction processing and communication with the PSP or bank. A bandwidth of a few hundred kilobits per second is usually sufficient.

Terminals can connect via wired Ethernet, Wi-Fi or cellular networks (3G, 4G, 5G). Choose the option that best suits your location, network availability and business preferences. To avoid downtime, use a reliable internet provider and keep a cellular backup in case your primary connection fails.

Is a payment terminal mandatory?

Yes, in most cases. Under Article 19a(1–2) of the Entrepreneurs’ Law (Journal of Laws 2021, item 162), since 1 January 2022 every business must accept payments by an “instrument of payment”, such as a POS terminal, wherever it operates (on-site, off-site or in passenger transport).

In practice, a POS terminal is the simplest and most reliable way to comply. Businesses exempt from issuing fiscal receipts (due to personal or subject-related exemptions) are not required to offer cashless payments.

What are the penalties for not providing a terminal?

If a business cannot accept cashless payments, it risks losing the right to accelerated VAT refunds and quarterly settlements. If a cash register is not integrated with a compliant terminal, the tax office may impose a fine of PLN 5,000.

Can anyone have a payment terminal?

Virtually any business—regardless of size or sector—can obtain a terminal, provided it uses a fiscal cash register. Terminals are not yet available to private individuals.

What costs are involved in buying, installing and operating a PeP terminal for first-time cashless businesses under the “Polska Bezgotówkowa” programme?

Is there a limit on the number of terminals my company can use?

No. You can install as many terminals as your business requires.

Can I move a terminal between locations?

No. Terminals are configured for a specific location and must meet card-scheme rules (e.g., Visa/Mastercard). To relocate a terminal, contact your sales representative or Merchant Support Centre at +48 17 859 69 69.

How often do I need to update terminal software?

Keeping your terminal up to date is vital for security and new features. Update frequency varies by model; some require updates every few months, others more often.

Will the terminal integrate with my current POS or accounting software?

PeP terminals integrate with all popular POS systems and accounting packages. Thanks to partnerships with more than 80 integrators, the process is quick and straightforward.

Who is eligible for a PeP loan (“moja pożyczka”)?

Only existing PeP clients can access financing under the “moja pożyczka” product.

What is the “Polska Bezgotówkowa” programme?

“Polska Bezgotówkowa” is a nationwide initiative that aims to increase the number of payment terminals in Poland and promote cashless payments. The programme subsidises both equipment and its operating costs.

What are the conditions for receiving a free payment terminal?

You must:

  1. Have accepted no cashless payments at the location in the last 12 months.

  2. Operate a registered business in Poland.

  3. Hold a business account with a Polish bank.

  4. Use a fiscal cash register, if required for your activity.

  5. Not have previously received “Polska Bezgotówkowa” funding.

  6. Sign a contract for at least 24 months.

Meeting these conditions entitles you to a terminal with full services free for 12 months: installation and setup, cashless processing up to PLN 100,000 turnover, 24/7 technical support and all consumables.

How much does a payment terminal cost?

Prices depend on the model (countertop, portable, wireless, soft-POS), payment operator and service package. Monthly rental is typically PL N 30–100+, plus transaction fees of about 0.5–1 %. Businesses eligible for “Polska Bezgotówkowa” or promotional offers may pay no rental or fees for a set period, effectively getting the terminal for free.

Is a terminal truly 100 % free?

Yes—under certain conditions. New clients who have not previously used payment-service providers can often use a terminal free for 5–12 months, sometimes with zero transaction fees up to a set limit. Check the contract details: standard charges apply after the promotional period.

What are the payment-terminal commissions? How much do shops pay per card transaction?

The operator’s commission is a percentage of each transaction, usually between 0.5 % and 1 %. Large enterprises can negotiate lower rates. Under “Polska Bezgotówkowa”, no commission is charged for the first 12 months or up to a specified turnover (e.g., PLN 100,000).

Can I own my own payment terminal?

Yes. Instead of renting, you can buy a terminal outright—prices range from about PLN 600 to several thousand for advanced models. Ownership suits high-volume businesses that want to avoid monthly rental, but you will still pay transaction commissions and need a contract with a payment operator.
